I need a Garmin for optimal performance. I have a pretty good handle of what pace I should be at, numerically speaking, and rely on the Garmin to help me find that pace in the first K and for checks perioidcally thereafter.

How is this different than throwing money at a BluesFest or a Jazz Festival? No worse...unless a market is saturated for marathons while that same market has no Music Festival. (Theoretical example) I think what bothers me is that I've seen so much advertising for the Whitby Race and its good cause...

So is it a hard course? I travel to Sudbury quite often and stay close to downtown if not downtown. Have you checked out the Runners World automated plan maker? I have no idea how good/bad they are, but you can enter in what you want your weekly mileage to be and it will build around that. It might be worth at least cross-referencing for a general idea, and they also give speed work suggestions. ...
