i hate repeats but they are so beneficial to shorter distances (5k and 10k). they really do help, i just wish the last one wasn't so painful :D

re: stairs vs hills. i read in runners world that stairs don't use the same muscles as doing hills does. it's better to run hills or at least use the incline on a treadmill versus stairs
