I think I heard the commentator say she would have broke the 5k record on the back half.

I watched that race and the announcer (pre-race) was so sure that record was not ever going to be challenged, I guess it wasn't really a challenge though.

My main surprise is seeing a WR pace in a championship meet where the strategy tends to be for placement, pacesetters are absent, and the conditions are often less than ideal. Regrettably, any superlative performance in sport will be associated with the cloud of doping, but on the basis of the result alone, I think you'd have to put this in the same category as Paula Radcliffe's marathon record(s). To be sure that one is doping and the other wasn't says something about the accuser.
